ECAT implementation

The Emergency care assessment and treatment (ECAT) program is being implemented across NSW public hospital emergency departments (EDs) in four stages.

    Pre-implementation

We worked with LHD and SHN ECAT leads to implement readiness approaches and criteria for sites. Activities included:

    • development of LHD and SHN governance structures
    • development of local project management documents
    • completion of site readiness assessment
    • stakeholder engagement and communication
    • completion of nursing gap analysis.
    Implementation

LHDs and SHNs have begun implementation following publication of the ECAT protocols, education, policy directive and statewide implementation plan.

We are supporting LHDs and SHNs during implementation with:

    • change management training for ECAT clinical champions
    • briefings for key stakeholders
    • ECAT Implementation Community of Practice meetings.
    Go-live

Each LHD and SHN determines their go-live date in consideration of local priorities, such as:

    • preparedness
    • workforce
    • seasonal activity.
    Transition to business as usual

LHDs and SHNs will have a transition period while ECAT is embedded as business as usual.

    Practices to be embedded include:

    • monitoring and evaluation
    • incident reporting
    • increasing numbers of nurses using ECAT.

    Resources

The ACI developed the following statewide implementation resources, in collaboration with experienced emergency nurses and ECAT leads from NSW local health districts and specialty health networks.
